strange looking brace. it screws in but is very loose. it swivels. ???

I assume its brass? I would guess it goes on a small boat for the mooring line.

there is a trace of solder on the curve. im thinking plumbing? maybe to hang a water pipe from a ceiling and it goes in there screw up to keep the pipe from rattling when you shut off the water?
