its a long alloy bar with 2 wheels on it. no clue.

I'm pretty sure I've seen that or something similar in my brother's sheet metal shop. No idea what it's for though.

Bobski that is a Duct stretcher,it's used to pull the cleats of two ducts together to slide the drive on both drive cleats. I have used one for many years hanging ductwork.
