I wonder if it was supposed to go on the end of a 2 handled bolt cutter type of tool. it looks similar to the Blackburn crimper we use to crimp lugs on the end of service entrance wires, but not nearly as heavy duty.

no handles on it. how could it be used as a crimper?

some bolt cutters & crimping tools have changeable dies for different size crimps or cutters, like changeable dies for reloading. the basic tool is the same but you can change end pieces to make it more versatile.

where the bolts or allen screws are on the end kinda looks to me like where it would bolt onto the handles of another tool

Im going out of the box and going to say it is some kind of internal piece for a door knob latch. The round part is where the knob sticks thru. Look at the opening of this pic........
