Is the circular part like a blade or lined?

Does it open? I have never seen one like that, but it could have been a duct/tube cutter. Maybe you spin it around the duct to score it so you can access the wires inside without damaging them?

it opens at top. it looks like somethings missing. but why all those funky arms and spring joints?
