They are used to hold an electric box in an existing wall.

but i dont get it. what are the straps doing on the other side of the wall? they appear to just lay against the box.

You bend them into the box to prevent the box from pulling out of the wall.

ahhh. got it. question, isnt nailing it to a stud better? and, what keeps the box from pushing inthe wall besides those 2 screws on each end? seems kind of flimsy.

Yes, nailing to a stud would be much better. But what if you don't HAVE a stud where you need the box- and these are frequently for REWORK. The box has a flange, top and bottom, that is pulled against the OUTSIDE of the drywall. Madison strap pulls against the INSIDE of the drywall. And yes, eventually box winds up getting loose if you plug/unplug/plug a lot on that outlet.
