im thinking plumbing to clean copper pipes for soldering? but why the washer on the end?

When soldering copper pipes together, the outer piece has a position that the inner piece stops at. The washer prohibits one from pushing the brush in too far allowing for only the soldered area to be cleaned.

That makes a lot of sense, and the flared portion is called a swage, or a pipe is swaged, I'm not sure of the proper grammer.

Looks like a battery cable brush and the other piece would fit over terminals on battery..?
