its a pry bar of sorts. it has a split in it but the split does not go all the way to the hole. its heavy gauge steel for whacking.

nail removers are bent to get a pry action.
this thing is straight and it has a hole in it. why the hole?

Could be missing the cross member blade (kinda like an archery broadhead), for spliting into quarters?!

It looks almost like a tool used to remove heads of roofing nails under shingle (like a popped up head) and hole to allow it to be hung on a belt wire of some sort.

youre thinking of a slaters tool. i use those to cut nails under slate and roofing. it looks like a dagger with an arrow at the end.
