You put it in a coffee cup to reheat your drink. It's called an immersion heater.

Originally designed for motel travel.

Heats water in a ceramic cup for

tea, instant coffee, etc.

From back before they put

coffee makers in your motel room.

When my daughter was a baby we found one of those that plugged into a cigarette lighter at a truck stop. It would heat up a baby bottle way quicker than whatever babies r us sold for the same purpose that my wife got at the baby shower. I usually include one with an explanation in baby gifts ever since.

That's exactly what it is. I had one for many years that I never used and when I cleaned out some kitchen drawers recently, I threw it away.
