its alloy and is in 2 pieces. the bell on top is balanced on a spike on the base in the middle. it has a ring to it but nothing can strike it inside.
my guess is something to do with leveling. but for what?

it might possibly be a lawnmower blade balancer. i think i remember my grandfather having one or something similar many years ago.

you sharpened the blade and then put it on the balancer, noting if one end was heavier than the other, so the blade wouldn't vibrate too badly when mounted.

Yep- blade balancer. Got one setting next to my bench grinder.
