Its used to hold pegs in the Pegboard.

Towboater is right. they keep the pegs from coming out of the pegboard. i have bought and used them before.

the grooved portion in the center goes over the peg and the two ends with the hooks go to the holes on either side of the one the peg is in.

Now there's marketing.
"I'll make a board with holes in it to hold hooks. Now I'll make hooks to put in the board. I'll sell millions of them. When sales slow down, I'll release a clip to hold the hooks on the board. Brilliant! Why use a nail when three pieces will almost do the job."

Seriously, I do understand why they're used on boats. Nothing stays in place long when cruising.

they use those metal clips where you cram it in and its held in by the bend in the fingers.
until the ship hits something...and the whole board comes down. lol.
