That is an old time soap saver...

1. Put a bar of soap in (or small pieces you'd normally throw away) and swish it in the water for suds and such. Common use before the days of dishwashers / cloths washers / etc...

i always wondered what that was. my grandmother had one many, many years ago. hung on a nail on the wall of the washroom..

i always thought it was a minnow scoop!
