depressing video. Also, inaccurate. Having an effect on government performance is cumulative. It takes more than just a handful of people to pay attention. I would argue that even given the basic knowledge of what a democracy is, the decision to ignore the processes that make it work is not only irrational, it's stupid.

If you are crossing the street, you have a basic understanding of the consequences of being hit by a car. Only someone truly stupid would ignore the movement of the those cars and just walk out into traffic. Ignoring how a process works when it is something that can have an effect on your life is not rational.

The problem with voter apathy isn't about a cost-benefit anything. The problem is a fundamental misunderstanding of what the consequences are if one fails to understand the process.
