Funny part? I know a couple of those are actually wrong. That, or their call signs I heard them using when in the service and they were on the horn is an entirely different callsign.

Were you LEO as opposed to Secret Service? If so, yes. VIPs often get a new one when giving speeches or going towards hostile areas or any specific event where their security will be integrated with a pre-existing security, like a police force, so that anybody listening in with a police scanner won't know the VIP in question's code name, and anybody that already knows the codename who shouldn't won't be able to get accurate information after an attack.

Like if a terrorist cell knows that their target is "Ploofy", and some gunman in the crowd fires at their target. If the call were to go out that "Ploofy" was down, they'd know they were successful. If the call were to go out that "Enigma" was down, they wouldn't know if it were there intended target, or one of the highly trained agents around him who are there to stop things like that.
