I'm going to guess that the cleansers aren't completely effective and they don't want you to try to sue them if some bacteria aren't killed. I'm pretty sure the stuff would kill both the good and the bad. A lot of the products say 'surface' bacteria, so there's even more that may not be killed.

Yes, I think Shadamai is right. Nothing is 100% effective.

Okay, yes, you are right. We do have equipment sterilization procedures here at the hospital that kill 100% of anything. BUT, the post I was replying to was products bought off the shelf at a store such as mouthwash, bacterial soaps, hand sanitizers, etc.
