The article says it doesn't have a buffer. It's pretty much all plastic, looks like it's made by New Frontier.

I'm still confused. Can you use a standard lower and mount the EXP on it? It doesn't appear that way so I imagine it is a complete firearm.

I think it's a complete firearm. Interesting concept though. It looks like a standard plastic lower with a modified but cap where the buffer tube would go. I wonder what the recoil is like with no buffer? It would be interesting to see a quality company make a forged version of it. (Not too fond of it being plastic)
