It looks like some kind of cross breed between an SKS, SVT 40, and M1 carbine. I likey.

No, but damn were you close. I goggled Hakim, and it led me to Wikipedia (not completely trustworthy, but sometimes helpful ). It turned out to be a Egyptian Rasheed carbine (7.62x39mm). Basically a scaled down Hakim. Apparently, only 8000 were made.
