Because your bosses are graded on total work done by their employees so they have their go to people that will make them look good.
I don't know your situation but have you considered teaching at a private school You get somewhat better students and parents who are shelling out hard earned money for their kids education and if the kid is not learning they want to know why, and I mean really want to know why, not some excuse why but the real reason why. Most of them are people you can work with if there is a problem. You will still have your bad apples but the whole barrel won't be bad.
Private schools are not perfect as my own family tells, I did 1st through 8th grade at a private school. I am a reasonbly upright citizen never been in any real trouble, I drive semi trucks for a living. I am the oldest. My middle brother did 12 years of private school and went on to be a doctor. My youngest brother did 12 years of private school and has never held a job for more than 3 or 4 monthes at a time. He gets 3 or 4 paychecks in his pocket and thinks he doesn't have to go to work tomorrow. Currantly he is in the county jail awaiting sentencing for theft and assault.
