Winds, does that middle cross piece have bolts in it? Maybe a spare tire carrier?

Yes, actually, the middle piece does have a bolt in it. It weighs about 15 lbs. Would that be a spare tire carrier? I'll try to get better pictures of it tomorrow. I'm just curious about this thing that has lived in a corner of my garage for the last 25 years.

Generally it would have three or four bolts.
