Don't tie the ring onto the end of a Helium balloon. Once she let's go and do the jumping up and down thing kiss kiss stuff say good bye to the balloon floating away with the engagement ring on it.
Unless your packing then you can have some target practice shooting the balloon. Don't know if that will meet your needs over time with the LE explaining the target shooting.
As for me long story very short I flew my wife to Germany and I got a hop there from Iraq and after a couple of night and on the night I was going to pop the question I told her I don't want to be your boyfriend and I don't want you to be my girlfriend anymore. The look on her face was priceless. She thought I was going to break up with her and leave her stranded in Germany. I couldn't go through with the whole sharade so I dropped to one knee. She said yes and everything was been down hill ever since. Not down hill more like a cliff.

Take her to the range, write "Marry Me" on your target and hang the ring on it too, then have her to spot for you! If she says no you can keep the ring, or shoot her if she tries to steal it!!! Just a thought!

I opted for putting this picture up on the big screen at a movie theater just before the previews.
The theater did it for free and I even got a backstage tour and everything. Only downfall was it was a matinee showing so there was only like four other people in the theater and they didn't even notice or turn around and applaud. Would have been better with a larger crowd.

Bungee jumping.
Ask as she takes off.
