^^^^^^Ditto^^^^^ as I did look at the picture again if you do have three phase coming into the main breaker your are still only utilizing two of the phases for 240/120 single phase output therefore making it a single phase distribution panel. Now the photo is about blurry again of that is a third leg coming in to the right, it appears to be coded green and would make that out of NEC code because you can not use green, even taped green, as a hot conductor.

And I know what you are talking about as well. The problem is the rotary phase converters or solid state phase converters are only used to drive a load such as motors same with variable frequency drives that have a single phase input and a three phase output. What Glock wired up was a 240/120V what appears to be about a 200 amp single phase panel. It would not make sense to use an existing single phase supply, that would be needed to operate a phase converter, step that into three phase then feed a distribution panel. Not to mention that would have to be one extremely large phase converter.

Got my state and federal electrical card for the coal mines back in 1980.

However I have not actually done any actual electrical work in years I keep my card current.
