It's just a standard 240/120 volt panel. You have 2 hot leads, and 1 neutral wire coming in. If it was 3phase you would have 3 hot wires incoming
Although I didn't see one there may be a drive somewhere to create a third leg. Some of our stations use drives and the older ones use a rotory phase to get the third leg.
