Its a hybrid bass they put in our lake it's a great fighting fish and don't eat bad if u get all the red meat out. It was 7 lbs.

It's several miles from the river. I'm sure the river can handle it, but it's not something you'd want to leisure with on the river.
And there are no roads big enough to handle it between it's current location and the river. It would have been impossible to get it here unless it was either airlifted or disassembled. The hull is solid, it wasn't disassembled without being demo'd and then rebuilt in place, but why reattach the outriggers? If it's being restored, I'd leave it disassembled for easier transport BACK to the waterway.
No, I think it's someone's project. I think someone is building it there, and they haven't yet thought about how to get it to water when they're done.
