Commercial ships should have a good weapon in case of pirate attacks.

They do have a good weapon aboard their commercial ships. It's called a flare gun. I have no idea how accurate they are(n't) but hey it's a gun right? Light Jack Sparrow and Tongue Click up with a few greens or reds. A flare shot should be hot enough to burn a hole in the rubber dinghies, I would assume.
