Yep that will help the economy. People will travel even less that means less revenue for small business. He won't be happy until we are a third world country.

I'm going to owe a lot of money. I won't pay that ****. 
Maybe I'll just stay home and do nothing. It will be too expensive to work, so I'll skip that, too. I just need to get myself "illegal alien" status and I'll be set for life.

They will want to retrofit your car with a GPS that records your milage and downloads to the gas station pump which calculates your tax when you fill up. It will me mandated, like health care and only cost you nothing, it's free. Just go down and pick one up! It's paid for as part of the program and you get a free GPS system for your car!
God, I hope they don't read this!!

When i was with the tax commission, you generally had to piss off the wrong people to get stuck doing those audits, booooooring.
I'm not against taxes that target those who use government services more, like toll bridges, BUT this type of tax should be a replacement for or a phased-out deduction from the income tax, IMO. IOW, if somebody has nine kids in public school, assess them a "school use tax/fee" but allow them to use it to reduce their federal income taxes via a wage-limited tax credit (reduced as income increases).
