California legal would be a rubber band and small rocks, wouldn't it?
I saw something about this a day or so ago, and they do make a civilian, semi-auto version.
If they could make it as a reasonably priced carbine, they will sell all they make. If they make it cost more than an M1A, they won't sell a whole lot.
In the end, it is still a pistol round!
