I have a neighbor who savagely beat his pit bull. When it came up lame, I called animal control who promptly came and took it away. A friend of mine worked at the humane society and the dog showed up there and was rehabilitated and given to a very loving home.

CALL ANIMAL CONTROL. They will investigate and do what needs to be done.

As said- drop a dime to the SPCA/ Animal Control.

My vet summed this up. One day we were discussing a problem pet owner, when he said "There oughta be a law that to own a pet, you should be smarter than the pet. It would be a great boost to the goldfish industry."
What we have here is... failure- to communicate.

As others have stated you need to record either through video or photo the abuse taking place, file a complaint to the police, animal control, and the humane society, and if necessary report it to the local media. While an animal is an animal, that still doesn't mean that two dirt bags should have the ability to abuse it. I hope you are able to find a peaceful solution to this issue, especially for that puppy.
