I was able to get a picture since I didn't have any type of camera with me, but I seem a sign in a local gun shop that said "Baiting deal is illegal. This food plot is for the purpose of feed squirrels, chipmunks and birds, any deer found eating from it will be shot."

Ah, somehow I missed that you were talking about an ATM.
I actually know why they do that though. It's cheaper for each company to just have one standard model than to make a different one for either drive up or walk up.
