It's a DOD policy to remove all Hard Drives before sending equipment to DRMO (where old DOD equipment is sent to be sold/scrapped/reused). I have personally removed hundreds of hard drives from computers and laptops, even if it's a pain to get to and you have to break the laptop to get it open, we remove the hard drive. However copiers are handled by non-IT people and I'm guessing the regulation applies to them but they don't have a clue there is a hard drive in them.

Once the hard drives are removed they are disposed of through acceptable DOD methods, we had an incinerator truck come by our office last time we did a large upgrade of computers and had lots of hard drives around.

I know the FAA never removed any HD's from the leased copiers they had, because they didn't belong to the Agency.

Copies of documents from Air Traffic Accident Investigations by the FSDO & NTSB, not to mention all the routine office stuff reproduced by Airways Facilities and Air Traffic Control, Flight Service and FAA Security.

SOP's, Access Codes, Records of Key codes, Watch schedules, you name it; it got duplicated on a leased copier!

Also in regards to DOD anything classified should only be copied on a designated machine. Once a machine has had classified materials on it, it is forever a classified machine. The destruction procedures for classified materials is much more stringent. This should mean that the worry of leaking classified documents is not increased, just personal information. However as with anything it doesn't matter how strict a regulation is, if the people doing the work don't follow them it doesn't matter.
