I recently started getting letters with my electric bill scolding me because I use more electricity than 80% of my neighbors

I pay the bill it should be my business how much I use.

Where I live they sometimes estimate our bills, and then there's the 32day bill. Feb. should be a cheaper bill, only 28 days.

Do you have electric heat? Maybe the new electric vibrator your significant other just bought? Maybe someone read the meter wrong - go out and read it yourself and see how the current reading compares to what they have on the bill.

Your meter reader may have misread the meter or transposed some numbers. Pretty common. Have he power company re read the meter. They will try to tell you to pay the bill and they will correct it next month. Dont do it. Tell them you will file a complaint with the PUC. Any electrician should be able to read the meter for you.
If you have a large dog in the yard, meter readers wont come in and use binoculars. Some will deliberately inflate the bill to force you to keep the dog in.
