The crossbows are legal in many states for hunting. It seems most laws do no allow the use of a windlass. The archer must be able to hand cock the bow.
The ban and rules on crossbows has come from archers who oppose the use of crossbows.
In reality it's cheaper to get a compound bow than it is to get this accessory that requires an AR lower.
If you are worried about the ban, buy a stripped lower now and worry about the build later.
Agreed, just get your hands on as many lowers as you can afford. I'm an avid bow hunter and I love my compound but am in need of an update, however because bows will be the last they try to take, I've spent the time and money on 2nd amendment guns as of late.
