Basically run a current day to day monthly log on all outcome. Include everything gas, water & power usages (from the bill cycles), land lines ,TV , cell and entertainment ,groceries, comfort food ,alcohol,cigs,cigars,guns, ammo, reload, clothes, etc etc.
Then set back and review, then start looking for areas and ways to cut back,better deal,better packages, etc.etc. and set a budget.
Now with the savings gained decide what the plan is for that Break it into goals such as save $5K in one year.??
