No that sounds quite sensible JCubed...still not as cheap as basic blanks or shouting though, since they've had 700 mil pounds cut from their budget. And I don't think 'sensible' is necessarily in the MoD's vocabulary...I'd bet that faceless bureaucrats with no military training are making ALL the decisions, as is usually the case

The commanders on the ground are probably spewing, as we say down here...

Soon they won't even issue rifles....you'll just hold your hands up to mimic a gun and shout at the people trying to kill you.
