It is unlawful for any person, with intent to terrify, intimidate, threaten, harass, annoy or offend, to use ANY ELECTRONIC OR DIGITAL DEVICE and use any obscene, lewd or profane language or suggest any lewd or lascivious act, or threaten to inflict physical harm to the person or property of any person.

That might be a problem. Sometimes, there is a fine line between being a troll, and being highly opinionated (truly opinionated, not just posting to piss people off)

The line is only as fine as the reader allows it to be, most cases of " trolling" are very obvious. On this forum the label is frequently used to discredit differing opinions :(

I think the AND in the middle should be bolded as well. I can say
"your ideas are bad and you should feel bad, my dog is smarter than you"
but I can't say
"your an ass!"
