What do you think JW?
Not a bad idea, I'll see what I can come up with.

As a three-decade long former citizen of California, I love this idea! However, if the bear is changed, the flag will lose its ability to be identified by a large portion of the populace, i.e. they may see a flag, but not understand that it is a bastardization of the state flag. If the theme so far is Russian socialis, why not change the bear from a California Bruin to a Russian bear? That way, commonality is maintained and the flag continues to resemble the current one, albeit with a different message.

Some examples:

Sounds logical, but I would like to see both ideas side by side first.

I am also thinking that the "Molon Labe" should not be in the red band at the bottom for the reasons that you state.

Two things we need to keep in mind here, one being recognizeablity- like Greg says. The other is viewing distance and making sure that the two are compatible. There is no need to make the eyes on the bear the correct color because nobody is going to see it at the typical viewing distance we would expect people to take notice of it from and nobody gives a crap anyhow. On the other hand the words "California Republic" in Cryllic may not be immediately recognized at that same viewing distance, but the hammer and sickle should be. Catch the attention, make them look closer and then hit them with the message that we want to convey: that California has become as repressive as Lenin's Soviet Union.

In light of all of these thoughts, I am thinking that we ought to make this as a large bumper sticker with "Molon Labe" to the right of the Kaliforniastan flag. Keep it simple.

Other thoughts?

Something other than the flag should reflect their real leader:

I don't think that the distinction between the Russian bear and the California Grizzly would be noticeable unless you are a bear expert. Perhaps we should consult Orangello?

I agree, the Russian bear thing isn't recognizable. It would just look like we've used a different bear for no reason, to most people.

Viking, I love the Cyrillic lettering, but what if just a few character were changed? The ones that would most likely be recognizable at a distance would be the best choice, reflecting the fact that the State is currently changing. Does that make sense? A mostly English word mixed with some Cyrillic elements replacing similar-looking characters.

Can ewe (sorry, couldn't help it) use this pic, turning the sheep around to face the same direction the bear is facing in the real flag, color it brown and put some green under it?
